MN cannot properly detect the wireless link quality using data frame retries in multi rate WLAN 
Since the transmission rate is changed dynamically, so # of Data Retransmission will changed dynamically as well
Hence MN cannot properly detect the link quality usning data frame retry

HO based on transmission rate:
- First all MN calculate the RTT 
- if RTT reaches the thr and it is still remained high within 2 second
- then All MN set the ARF_thr to 0 (which means all MN with transmission rate less than 6Mbps must be execute the HO first)
- So, after All MN set the ARF_thr, then all MN will examine their transmission rate whether reach the current ARF_thr or not. 
- If an MN transmission rate reach the current ARF_thr, then it execute the HO
- Otherwise, increase the ARF_thr
- So, by increasing the ARF_thr
