Reformulation of National Development Planning System of GBHN Model

Presenting the Outlines of State Policy (GBHN) are now initiated by People's Consultative Assembly would not be profitable in the presidential administration, because it will be used as a tool to hold accountable of the president. It would disrupt our legal system that adheres to a presidential system. When the New Order Government, the People's Consultative Assembly was not given the authority to create and establish the GBHN. 

''The important thing is how the People's Consultative Assembly is given the authority to set the direction of government that realized by the TAP of People's Consultative Assembly. We need law products of the People's Consultative Assembly which sets the mission of the elected president as the common property of the nation component, as a form of popular sovereignty that become the center guide to the regional in the context of a unitary state,'' said Prof.Dr.Abd. Razak in a Focus Group Discussion (FGD) about Reformulated of the National Development Planning System with GBHN Model are implemented by People's Consultative Assembly Assessment Bureau with the Study Center of the Constitutional of Unhas at the Clarion Hotel, on Wednesday (16/3). 

According to Razak, no gain to turn on the style of the New Order Government, because it can disturb the system of government which adopted now. The President is not accountable to the People's Consultative Assembly, how the role of the Constitutional Court (MK), the development of our democracy that is different from the New Order era that  authoritarian. 

Model of GBHN (the bow of the government), said Razak, who required the shaped of a mission president-elect which upgraded into products Assembly (MPR/Regulations of MPR). It does not require of the GBHN model by New Order style (pre-amendment UUD 1945).

If needed the bow of the government material (by GBHN) the systematic way is periodization valid only five years. Because, it is difficult bind the next government and contrary to the treaties principles and human rights.

Going forward, said Razak, probably not only the GBHN that we want to return, but the bow of government  implemented by the executive in the regions. The bow of the government is a guideline that should be accompanied by sanctions. Because we adopt a presidential system, the president is not accountable to the  parliament. 

''We have to consistently implement the system, do not be half-hearted. What is important is what the president-elect's mission as a sovereign people.

With the bow of the government that is a president mission, and there is no reason for regions not adjust their vision to the center. Because as the Unitary Republic of Indonesia (NKRI) is the center of the area and the area is the center of government.

Head of the Agency for the Assessment of the People's Consultative Assembly Bambang Sadono say, simultaneously FGD that conducted at 15 leading universities in Indonesia, including Unhas. Discussions on the GBHN is an issue that often discussed by the community to be discussed by the People's Consultative Assembly, by involve the college, the results of this discussion can be accounted for in terms of scientific. 

According to Bambang Sadono, the material is expected input is whether the development plan system with GBHN model can be a model. How the system and the GBHN material prepared.
