The meeting also opened avenues for expanding long-term academic collaboration between these two prominent institutions in Indonesia and Japan.

Representing the faculty of the Department of Administrative Science, FISIP UNHAS, Andi Ahmad Yani contributed to enriching international scholarship by delivering a scientific guest lecture in the classroom of the Master Program of Social Design and Administrative Science (MSDA) at Rikkyo University. The lecture, titled “Walking on the Bright Side of Crisis: A Positive Public Administration (PPA) Approach to Community-Based GBV Services”, was enthusiastically attended by dozens of multinational graduate students hailing from Nigeria, Myanmar, Russia, the Philippines, Thailand, and Indonesia. The forum served as a productive scientific platform for master’s students from both nations to dissect contemporary issues in public administration.

The lecturers content reviewed cutting-edge theoretical perspectives on governance resilience and community-based public service during global social crises, featuring a domestic violence case study adapted from the speaker’s collaborative research with Monash University in 2021. Andi Ahmad Yani encouraged participants to view public policy solutions through an innovative, solution-oriented, and self-reliant framework by optimizing the active role of grassroots community elements—a model deemed highly adaptive amid formal regulatory and government budget constraints. This empirical case study sparked significant interest among international students, leading to an interactive discussion on comparative social protection policies across their respective home countries.

The Head of the MPA Program at FISIP UNHAS, Prof. Dr. Gita Susanti, M.Si., expressed her deep gratitude and pride for the smooth execution of this international collaboration series. She emphasized that implementing joint efforts through teaching delegation exchanges and direct curriculum oversight reflects the absolute commitment of the Department of Administrative Science at UNHAS to providing a globally standardized learning ecosystem. Through the ongoing success of this Double Degree Program with Rikkyo University, the department aims to continuously produce public administration master’s graduates who excel theoretically, possess sharp analytical sensitivities, and hold strong international competitiveness to support UNHAS’s broader vision of becoming a World Class University.

This international collaboration is in line with supports the United Nations Sustainable Development Goals (SDGs), particularly SDG 4: Quality Education by offering international dual-degree opportunities and high-standard academic exchanges, SDG 5: Gender Equality through scientific discussions focused on community-based services against gender-based violence (GBV), and SDG 17: Partnerships for the Goals by fostering cross-border institutional alliances between higher education institutions in Indonesia and Japan.
