Due to the introduction of the now available KfW Online Bid Submission System and the connected additional efforts to provide the needed Data Space, the Ministry of Education and Culture announces the third prolongation of the bid submission date for the Tender ICB Number 505203 BMZ209918111-Construction Works-1. The new bid submission date for bids is June 15th 2020 at 10:00 Hours Central Indonesian Time (CIT). The Qualification Document Opening (first public session) shall be on June 15th 2020 at 10:00 hours CIT at the location as to ITB 25.1

 

Due to the introduction of the Online Bid Submission System the Bid submission procedure as announced in the original Tender Document, ITB Section D “Submission and Opening of Qualification Documents and Bids”, Clause 21.1 (a) and (b) shall be amended as follows:

 

The Original Qualification and Bid Documents shall be submitted as originals in 2 separate sealed envelopes marked as Envelope 1 “Qualification – Original” and Envelope 2 “Bid – Original”. These 2 Envelopes shall be enclosed into one envelope and delivered to the address given in the “Qualification and Bid Data Sheet, Clause ITB 22.1.

 

For the submission of copies of the Qualification- and Bid Documents the ITB 21 shall be amended with Clause 21.3 to allow for Online Submission of Qualification- and Bid Documents.

 

21.3 In case Online Submission for Copies of the Qualification and Bid Documents, KfW will provide online access data for soft copies of the Qualification and Bid Documents. This access data will be provided to the upon written request of the Employer to KfW.

 

The Copies of the Qualification and Bid Documents must under no circumstances be uploaded before the due date for the submission of bids.

 

A complete set of bidding documents is available to interested Bidders as download from the Purchaser at https://unhas.ac.id/en/article/title/tender-construction-work until the last date of the revised tender submission date.

 

Sealed Originals of Qualification Documents and Bids must be delivered to the address indicated in the clause ITB 22.1 of the bidding document on or before June 15th , 2020 at 10:00 am CIT. Late Qualification Documents and Bids will be rejected. The electronic submission of copies of Qualification and Bid Documents bids is foreseen. The Access Data for the online submission is communicated to all Bidders separately upon written request to the Employer together with a commitment to submit a Bid.

 

All other requirements remain valid as in the published Invitation for Bids from March 5th 2020.

As the KfW online bid submission system is still new and has not equipped with clear standard operating procedure for all staekholders including Project Implementation Unit. Therefore, we are still discussing whether we will use it or we will back to offline mode as written in the tender document. Since today is public holiday, tomorrow we will discuss it with KfW. Once we finish, we will announce the method we will use. We kindly ask to all bidders to prepare your bid documents on paper ready to be submitted off line to PIU in case there is any issues prohibiting the upload of the bids.

The new bid submission date for bids is June 5th 2020 at 10:00 Hours Central Indonesian Time (CIT). The Qualification Document Opening (first public session) shall be on June 5th 2020 at 10:00 hours CIT at the location as to ITB 25.1

The Ministry of Education and Culture announces the prolongation of the bid submission date for the Tender ICB Number 505203 BMZ209918111-Construction Works-1. The new bid submission date for sealed bids is 11th May 2020 at 10:00 Hours Central Indonesian Time (CIT). The time for opening qualification document in the clause ITB 25.1 will also adjusted accordingly.

The Ministry of Education and Culture of the Republic of Indonesia has received funds from KfW toward the cost of the construction works for the completion of UNHAS Hospital building B,C,D, and intends to apply part of the proceeds toward payments under the contract for these construction works.

 

The Ministry of Education and Culture invites sealed Bids from eligible Bidders for the completion of UNHAS Hospital building B,C,D that after the construction works the building is ready for interior works. International Bidders must show their level of experience with construction works in Indonesia similar to the one tendered and in any case shall have an experienced Indonesian construction company as local JV partner. As stipulated in Article 11 of the MPWR Regulation 10/2015 the cooperation shall be with at least one local construction service provider.

 

Bidding will be conducted by means of the International Competitive Bidding procedure with qualification as specified in the Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries (“KfW Guidelines”). Interested eligible Bidders may obtain further information in respect of the bid documents from the Project Implementation Unit Office Rs Unhas Jl Perintis Kemerdekaan KM 10, Email: twg@unhas.ac.id, with copy to the Head of the PIU, Dr. Indrianty Sudirman, indrianty_sudirman@yahoo.com.

A pre-bid meeting for interested bidders with an organised site visit will be organised by UNHAS on March 11th 2020 at 10:00 am hours CIT. Meeting point is at the construction site at address RS Unhas Jl Perintis Kemerdekaan KM 10.

 

Qualification Documents and Bids must be delivered to the address indicated in the clause ITB 22.1 of the bidding document on or before April 20th, 2020 at 10:00 am CIT. Late Qualification Document and Bids will be rejected.

 

In the first public session, only the Qualification Documents will be opened in the presence of the Bidders’ designated representatives. In the second public session only the Bids of those Bidders who have fulfilled the qualification criteria will be opened. 

 

All Bids must be accompanied by a Bid Security.
