The Ministry of Education, Culture, Research, and Technology (MoECRT) of the Republic of Indonesia has received funds from the Federal Republic of Germany through Kreditanstalt für Wiederaufbau (KfW), Development Bank towards the cost of the reconstruction, including procurement of medical equipment for the UNHAS Hospital buildings B,C,D. It is intended to apply part of budget to subsidize the Supply of Goods, including the supply installation, testing, commissioning, user training and maintenance of the following equipment.

The Project Executing Agency is the Ministry of Education, Culture, Research, and Technology (MoECRT) of the Republic of Indonesia (as “The Purchaser/ The Employer”).

The goal of the project is to reconstruct the “UNHAS Hospital buildings B,C,D” in Makassar by improving hospital care services and facilities including diagnostic, treatment and prevention capacities of the hospital and by improving the training capacities for medical professional staff. This is to contribute to establishing of adequate medical services in Makassar and its catchment area and hence to contribute to an improved health situation for the Indonesian population.

The Employer intends to assign a Contractor for the following:

SUPPLY, INSTALLATION, TESTING, COMMISSIONING, USER TRAINING AND MAINTENANCE OF MEDICAL EQUIPMENT FOR UNHAS, MAKASSAR, REPUBLIC OF INDONESIA.

1. The BoQs and Specification in Lot 1.1: Medical Equipment for Central Operating Theatre (COT), Lot 1.2: General Medical Equipment Lot 1.3: Supporting Medical Equipment and Lot 1.4: Optional Research Equipment, and have been elaborated, approved by the Employer and are subject to No-Objection by KfW

2. The Bidders shall make themselves familiar with the context on the Site and scrutinize the physical conditions on the Site submit comprehensive proposals for the supply, installation, testing and commissioning, user training and maintenance of the medical equipment technically responsive to the BoQs and Specification as per Lot 1.1: Medical Equipment for COT, Lot 1.2: General Medical Equipment, Lot 1.3: Supporting Medical Equipment and Lot 1.4: Optional Research Equipment (please also refer to the Important Notice to the Technical Specification).

The Ministry of Education, Culture, Research, and Technology invites sealed Bids from eligible Bidders for the medical equipment for UNHAS Hospital building B,C,D. The tender consists of 3 Lots, Lot 1.1: Medical Equipment for COT, Lot 1.2: General Medical Equipment, Lot 1.3: Supporting Medical Equipment and Lot 1.4: Optional Research Equipment. Bidders may bid for either Lot seperately or for all Lots.

Bidding will be conducted by means of the International Competitive Bidding (ICB) with postqualification as specified in the Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries (“KfW Guidelines”). ICB will be conducted in accordance with the Single Stage, one-envelope procedure. The ICB procedure is open to all Bidders from eligible source.

A complete set of bidding documents is available to interested Bidders as download from the Purchaser at https://www.unhas.ac.id/medical-equipment-rs-unhas-building-bcd-2/ until the last date of tender submission.

All interested bidders who received the bidding documents from either the Purchaser or the address given in the notice of the GTAI (German Trade & Invest, website www.gtai.de) must register their interest to participate in the bidding, specifying the Lot(s), at the Project Implementation Unit Office Rs Unhas Jl Perintis Kemerdekaan KM 10, Email: twg@unhas.ac.id, copied to GITEC-IGIP GmbH, Carlswerkstrasse 13d 51063 Cologne Germany, Email: christian.jaminon@gic-group.com by means of letter or email to allow inclusion of all such bidders into any correspondence during the tender process. The bidding documents received from the Purchaser are not transferable.

A pre-bid meeting is not being scheduled.

Qualification Documents and Bids must be delivered to the address indicated in the clause ITB 22.1 of the bidding document on or before Tuesday, 14 June 2022 at 10:00 am CIT. Late Qualification Documents and Bids will be rejected.

In a public session, the Bids will be opened in the presence of the Bidders’ designated representatives.

The Supply, Installation, Testing, Commissioning, User Training and Maintenance of Medical Equipment at the UNHAS Hospital buildings B,C,D in Makassar has to be executed by a firm or entrepreneur eligible in accordance to the criteria listed in the bidding documents in accordance with the legislation applicable in the Republic of Indonesia.

Among the eligibility criteria as detailed in the complete bidding documents, the minimum required level of similar experience will be to have successfully carried out a minimum of three (3) similar¹ contracts of a minimum value of USD 2.400.000,00 for Lot 1.1 Medical Equipment for COT, USD 2.200.000,00 Lot 1.2 General Medical Equipment, USD 2.210.000,00 for Lot 1.3 Supporting Medical Equipment and/or USD 900.000,00 for Lot 1.4 Optional Research Equipment that have been satisfactorily, and substantially² completed as Supplier, or joint venture member3 during the past five (5) years.

All Bids must be accompanied by a Bid Security, as defined in the BDS, ITB 18.1.

¹ The similarity shall be based on the physical size, complexity, methods/technology and/or other characteristics described in Section VII, Schedule of Requirements. Summation of number of small value contracts (less than the value specified under requirement) to meet the overall requirement will not be allowed.
