Scope of the Strategic Plan 2025–2029

The Hasanuddin University Strategic Plan (Renstra) 2025–2029 is a strategic, integrated, and comprehensive framework for realising Unhas’s vision as a centre of excellence in the development of human resources, science, technology, arts, and culture, grounded in the Indonesian Maritime Continent. It serves as the medium-term (five-year) reference for the entire academic community in steering the university’s development, in step with global dynamics.

Impact through Reputation

The plan reflects an aspiration to build a university that creates impact and delivers benefit by way of reputation. As a Legal Entity State University (PTN-BH), Unhas advances the three pillars of higher education — education, research, and community service — through an adaptive, innovative, and sustainable approach. That reputation is built on five key criteria:

  • Alumni Reputation
  • Resource Reputation
  • Campus Governance

Strategic Issues Addressed

The strategies and programmes in the plan are designed to address the strategic issues Unhas faces — which are also opportunities to strengthen the university’s standing nationally and internationally:

  • Strengthening Unhas’s reputation as a university grounded in the vision of the Indonesian Maritime Continent.
  • Raising global competitiveness through internationalisation.
  • Accelerating technological innovation.
  • Bringing faculty and student research to application in partnership with industry.
  • Achieving the Sustainable Development Goals (SDGs).

Purpose

The 2025–2029 Strategic Plan provides the reference and direction for Unhas’s development planning towards its 2030 targets. Specifically, it is intended to:

  1. Translate the Unhas Long-Term Development Plan to 2030 (RPUnhas 2030) into a five-year, medium-term strategic plan.
  2. Align the strategic targets of the Ministry of Higher Education, Science, and Technology with those of Unhas.
  3. Realise a shared commitment to higher education among the Ministry of Higher Education, Science, and Technology, the Board of Trustees, and the entire Unhas academic community.

Objectives

  1. Serve as the foundation for strategic plans, programmes, and activities of faculties, institutes, centres of excellence, and all units across Unhas.
  2. Guide the preparation of work plans, which in turn form the basis of the Unhas Annual Work Plan and Budget (RKAT).
  3. Give direction to the delivery of the three pillars of higher education at Unhas over 2025–2029.
  4. Provide focused policies and programmes for the three pillars over the next five years.
  5. Offer guidance to all stakeholders involved in delivering the three pillars at Unhas.
  6. Set performance benchmarks for the three pillars in pursuit of Unhas’s vision and mission.
  7. Provide an instrument for the university’s oversight functions, particularly in keeping the delivery of the three pillars on its shared course.

What the Document Covers

The Unhas Strategic Plan 2025–2029 is organised into six chapters:

  1. Introduction Background, legal basis, purpose and objectives, and structure of the document.
  2. Achievements, Challenges, and Strategic Issues An overview of Unhas today, with the challenges and strategic issues facing its three pillars.
  3. Vision, Mission, Goals, and Targets The 2025–2029 vision and mission, Unhas values, and the goals and targets to be achieved.
  4. Strategies, Programmes, and Activities The strategy for each mission, broken down into programmes and activities to reach its goals and targets.
  5. Funding Framework Details of Unhas funding and how funds are managed and allocated to achieve the strategic targets.
  6. Closing Transition guidelines and rules for implementing the 2025–2029 Strategic Plan.

Legal and Planning Basis

The plan draws on the relevant laws and regulations, including Law No. 12 of 2012 on Higher Education, Government Regulation No. 82 of 2014 on Hasanuddin University as a Legal Entity State University, Government Regulation No. 53 of 2015 on the Statutes of Hasanuddin University, Presidential Regulation No. 12 of 2025 on the National Medium-Term Development Plan (RPJMN) 2025–2029, and the Unhas Long-Term Plan to 2030. It was prepared collaboratively with internal and external stakeholders to ensure its relevance and accountability.
